The Higher Education Emergency Relief Fund III (HEERF III) is authorized by the American Rescue Plan (ARP), Public Law 117-2, signed into law on March 11, 2021, providing $39.6 billion in support to institutions of higher education to serve students and ensure learning continues during the COVID-19 pandemic.
ARP funds are in addition to funds authorized by the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSAA), Public Law 116-260 and the Coronavirus Aid, Recovery, and Economic Security (CARES) Act, Public Law 116-136. Emergency funds available to institutions and their students under all emergency funds total $76.2 billion.
The following information is provided by Martin Luther College as required by the Department of Education (“ED”) in order to comply with the reporting requirements under the ARP Act. The first report is required to be posted within 30 days of the first disbursement of the funds, which occurred on 6/14/2021; subsequent updates are required no more than ten days after each quarter thereafter, ending with the date on which all funds are expended.
Below are Martin Luther College’s responses to the items requested by the Department of Education:
- An acknowledgement that the institution signed and returned to the Department the Certification and Agreement and the assurance that the institution has used the applicable amount of funds designated under the CRRSAA and ARP (a)(1) and (a)(4) programs to provide Emergency Financial Aid Grants to Students.
MLC Response: Institutions who received HEERF I Grant funds under the CARES Act were not required to submit an application for the HEERF II or HEERF III Grant. Martin Luther College received its HEERF III Grant award notification on 5/16/2021. In keeping with the terms of acceptance of these funds, Martin Luther College will use up to $813,279 to provide Emergency Financial Aid Grants directly to students. - The total amount of funds that the institution will receive or has received from the Department pursuant to the institution’s Certification and Agreement (for) Emergency Financial Aid Grants to Students.
MLC Response:MLC has been awarded a total of $813,279 for emergency student financial aid grants under Section 2003(a)(1) of the ARP Act. As of October 1, 2021, MLC received and disbursed $813,279. - The total amount of Emergency Financial Aid Grants distributed to students under Section 2003(a)(1) of the ARP Act as of the date of submission (i.e., as of the 30-day Report and every 45 days thereafter).
MLC Response:As of October 1, 2021 MLC has distributed $813,279 to students. - The estimated total number of students at the institution eligible to receive Emergency Financial Aid Grants under Section 2003(a)(1) of the ARP Act.
MLC Response:As of October 1, 2021, MLC determined that 837 students were eligible. - The total number of students who have received an Emergency Financial Aid Grant to students under Section 2003(a)(1) of the ARP Act.
MLC Response:As of October 1, 2021, MLC distributed funds to 837 students. - The method(s) used by the institution to determine which students receive Emergency Financial Aid Grants and how much they would receive under Section 2003(a)(1) of the ARP Act.
MLC Response: Any student enrolled in a degree program during the fall of 2020, spring 2021 and/or fall 2021 semesters was determined to be eligible for a HEERF III Grant. Martin Luther College used the Free Application for Federal Student Aid (FAFSA) to determine a HEERF III grant amount.- Phase One (fall 2020/spring 2021 students): As of 6/14/2021, 656 students met the criteria for the grant.
- FT students whose EFC fell within the Pell eligibility range qualified for a grant of $400.
- FT students with an EFC that fell outside the Pell eligibility range, but below $28,001, qualified for a grant of $200.
- FT Students with an EFC above $28,000 (MLC COA) qualified for a grant of $100.
- Students LTFT received awards for half the amounts provided for the above FT student amounts ($200, $100 and $50).
- Phase Two (fall 2021 students): As of 10/1/2021, 658 students met the criteria for the grant.
- FT students whose EFC fell outside the Pell eligibility range qualified for a grant of $1,306.
- PT students whose EFC fell outside the Pell eligibility range qualified for a grant of $656.
- FT Students with an EFC that fell outside the Pell eligibility range, but below $28,691, qualified for a grant of $956.
- PT Students with an EFC that fell outside the Pell eligibility range, but below $28,691, qualified for a grant of $481.
- FT Students with an EFC above $28,690 (MLC COA) qualified for a grant of $656.
- PT Students with an EFC above $28,690 (MLC COA) qualified for a grant of $331.
- FT students whose EFC fell outside the Pell eligibility range qualified for a grant of $1,306.
- Phase One (fall 2020/spring 2021 students): As of 6/14/2021, 656 students met the criteria for the grant.
- Any instructions, directions, or guidance provided by the institution to students concerning the Emergency Financial Aid Grants.

The novel coronavirus (SARS-CoV-2), the virus that causes COVID-19, has been identified as a worldwide pandemic by the World Health Organization. At present, there is no vaccine to prevent a person from contracting COVID-19 and no standardized, effective treatment for those who are infected.
